SENATE JOINT RESOLUTION NO. 9 Urging the United States                         
Congress to pass legislation to open the coastal plain of the Arctic           
National Wildlife Refuge, Alaska, to oil and gas exploration,                  
development, and production, was read the second time.

Senator Lincoln offered Amendment No. 1 :

Insert new material to read:                                                  
	FURTHER RESOLVED that the Congress work with the                            
state to ensure the continued health and productivity of the Porcupine         
Caribou herd and the protection of land, water, and wildlife resources         
during the exploration and development of the coastal plain of the             
Arctic National Wildlife Refuge; and be it

Senator Lincoln moved for the adoption of Amendment No. 1.                     
Senator Taylor objected.                                                       
                                                                               
Senator Lincoln moved and asked unanimous consent to withdraw                  
Amendment No. 1.  Without objection, Amendment No. 1 was                       
withdrawn.                                                                     
                                                                               
Senator Lincoln offered Amendment No. 2 :                                       
                                                                               
Page 3, following line 5, insert new material to read:                         
	WHEREAS, the state will ensure the continued health and                     
productivity of the Porcupine Caribou herd and the protection of               
land, water, and wildlife resources during the exploration and                 
development of the coastal plain of the Arctic National Wildlife               
Refuge; and                                                                    
                                                                               
Senator Lincoln moved and asked unanimous consent for the                      
adoption of Amendment No. 2.  Senator Sharp objected, then                     
withdrew his objection. There being no further objections,
